We undertook a consultancy project to advise on the design and set up of the service, based on an internal review of skills and capabilities, coupled with an external review of requirements and opportunities. For the internal review, we worked with the existing team members to understand their skills and experience. A gap analysis drew out recommendations for roles and skills to enhance the service including opportunities for development for current staff. The external review prepared an analysis of the environment, including current opportunities for the service to being operations. The two elements – internal and external – were brought together in a report to the organisations for the establishment and future scale of the service. A report was provided to the organisations describing the results of the analysis and providing a series of detailed recommendations, which have been put into practice.
